One of our main objectives is to develop and promote the autonomy of young generations. Through different initiatives, we want to help you to reach self-determination and realize your aspirations, to plan your future in Italy and abroad.

In order to do this, we primarily work on promoting good occupation.

To answer your increasing demand of good work we are committed to support actions of "proworking".

Here is basically what this is all about.

Throughbandi Regionali dell'Assessorato alle Politiche Giovanili (Regional Bids of the Department of Youth Policy)we promoted and keep promoting the growth and development ofCentri di aggregazione (meeting centers) in the Region which represent a real point of reference for you to enhance socialization and discussion to activate programs of youth empowerment.

In recent years, due to the economic and job crisis, these spaces, though, have seen an ever growing request to activate projects focused on labour. Starting from the “Centri di Aggregazione” and Informagiovani, proworking projects were created, mostly meant for young men and women who are not in school and do not work, the so-called “neet”, more numerous in Italy than in any other Osce member State.

When we talk about "proworking" basically we refer to a series of orientation and information initiatives to access the labour market, even through the use and elaboration of preparatory tools such as filling out a curriculum vitae, the use of search engines and other instruments to find together job opportunities, tips on the best ways to present your application for a job offer, mock job interviews, help to prepare aptitude tests and study the main labour laws and classification of contracts.

By now you must be wondering how to benefit from these instruments!

Many of these projects are activated from one year to the next with funds from the Youth Policy Department and are hosted, as mentioned, by “centri di aggregazione” or at the Informagiovani offices.

The regional law 14/08 "Norme in materia di politiche per le giovani generazioni" (Legislation on youth policy), finances and sustains some projects for young men and women looking for a job in our territory.

A work experience as part of your formation or a training period once out of school can be very useful to enter the job market earlier, to help you understand which are your potentials and your objectives and to help you find the best way to achieve them.

Here is what you need to know to choose the best formula for your needs


If you are 15-29 years old, apprenticeship is a type of contract for young people like you who want to obtain a professional qualification and continue their formation. You will be able to start working in a company and, meanwhile, you will be able to continue your formation, both in the workplace and at school or at university.

There are three typologies of apprenticeship:

  • The Apprenticeship for professional qualification and diploma the high school diploma, and the “certificato di specializzazione tecnica superiore” (Certificate of high technical specialization).
    It is thought for those under 25 and is meant to help the apprentice complete his/her education and formation period. It lasts for a maximum of 3 years or 4 if the person pursues a diploma. If you want to pursue a certificate of Advanced Technical Education and Formation (Istruzione e Formazione Tecnica Superiore, IFTS), the apprenticeship lasts for a maximum of one year.

  • Professional Apprenticeship
    This typology allows you to obtain a qualification through a formation on the workplace. It is thought for young people between 18 and 29 years but you can stipulate it also if you are 17 and hold a professional qualification. The contract length for this kind of apprenticeship is 3 years or 5 years for professional profiles characterizing the fugure of the artisan.

  • Higher education and research apprenticeship (Apprendistato di alta formazione e ricerca)
    This kind of apprenticeship aims at obtaining:

  • diploma di Istruzione Tecnica Superiore (ITS) (Techinal high school diploma)
  • laurea (1st level degree), laurea magistrale (advanced degree), laurea magistrale a ciclo unico (single cycle degree).
  • First-level and second-level master’s programmes
  • doctorate
  • internship to access professional associations
  • research

The length of the apprendiceship depends on the king of degree you want to obtain and is regulated by regional legislation. On the E-R website Formazione e Lavoro (Foarmation and Work) you can find more information.

There is also another possibility, that is to say the short-term seasonal apprenticeship jobs. The Emilia-Romagna Region set up a trial for the year 2016. Here you can find all the details.

There are several options, as you can see. What is important to know, at this point, is that the apprenticeship is always paid because, although linked to the formation period, it involves an actual job. The compensation is determined by collective bargaining on the basis of the type of apprenticeship, on the pursued qualification, and on the contractual status.



Integration and reintegration into the labour market are not based exclusively on the lifelong learning but require a complex mix of knowledge, skills, and abilities. There are the so-called “competences” and training is one of the most common means to acquire new ones to implement in the job market.

If you want to know how a training experience is structured, its components and its activation procedures, you should read the excellent summary prepared by the Region Emilia-Romagna. Our Region prescribes 4 typologies of extracurricular training. Each one has specific characteristics and length in order to answer different needs. Choose the right ones for you:

  • Formative and orientation trainings
    These are trainings for those who have held a high school or university degree for no more than a year and aim at facilitating professional choices and youth employability in their transition from school to work. They last for a maximum of 6 months, including possible extensions.

  • Trainings for integration and reintegration into the labour market
    These are trainings for jobseekers and unemployed, laid off workers, those collecting unemployment benefits. They last for a maximum of one year, extensions included.

  • Trainings for people with disabilities or underprivileged
    These trainings are for people with disabilities or in difficult conditions or that are asylum seekers or people under international protection. They aim at orientation or integration/reintegration into the labour market. They last for a maximum of two years for people with disabilities and a maximum of one year in other cases.

  • Training meant to enhance social inclusion, autonomy, and vocational rehabilitation
    It was created to support the social inclusion of people in the care of social and health services, and that are in serious economic and social distress. They last for a maximum of two years, possible extensions included. 

The regional law prescribes that the apprentice receives a monthly reimboursament of 450 euros from the company.

We take training very seriously! To promote the formative value of this instrument the Emilia-Romagna Region requires the formalization of competences for all trainings. In short, during your training, an Expert of Evaluation Processes (EPV) will monitor and evaluate the experience and at the end will issue a “Scheda di capacità e conoscenze” (Skill and competence Form) which certifies the competences you have acquired.

After presenting you all the different types of trainings you can undertake, we just need to give you some information about the activation procedures. The perfect opportunities for those who want to build a future outdoor

Are you dreaming of starting an agricultural enterprise? You are in good company!

Every year more and more young men and women choose to become farmers, combining tradition and innovation, work and respect for the environment.

Here are some instruments that could help you and support you.

First of all, on a national level, we advise you to keep an eye on theISMEA (Istituto di Servizi per il Mercato Agricolo Alimentare, Institute of Services for the Food and Agricultural Market) site. It is the economic public institution which supports the Mipaaf (Ministero delle politiche agricole, alimentari e forestali, Ministry of agriculture, food, and forestry policies) in implementing the programmes of "Promozione dell'imprenditoria giovanile in agricoltura" (Promotion of agricultural entrepreneurship among youth).
The objective is to enhance the ability of young people (18-40 years old) who are farmers or want to start a farming entreprise to compete in national and/or foreign markets. The Institute supports the communication of agricultural businesses, favouring internationalization of the agricultural and agroindustrial enterprise system, diversification (social agriculture, organic agriculture, etc.), sharing the best ideas and experiences, promoting bids and announcements.

The Coldiretti website, in the section Giovaneimpresa, can be an interesting source of information. For instance every year the “Oscar Green” competetion takes place: it awards the most innovative ideas in agriculture, introducing something new without breaking with tradition.

Finally, here is what Emilia-Romagna Region does.

In the Programma di Sviluppo Rurale (Programme of Rural Development) of the Emilia-Romagna Region 2014-2020, there are a series of economic measures and contributions to favour the establishing of new agricultural enterpreneurs, in particular of young people under 40.

Look at the section dedicated to these specific measures for young farmers on the Region PSR site you will find active bids and useful information on how to apply.

The Region Programme, which includes 66 types of initiatives for the development of the regional agricultural system, presents also other opportunities in terms of formation, innovation, research on biodiversity, creation of didactic farms and much more which could interests you, to start an activity or consolidate and innovate the one you have aleready set up.

A coworking space is not a rented room with a desk, an Internet connection, and various equipment that you can share with other young men and women like you. The coworking is a working style of a community of people who, acting independently, share a series of value and are interested in contaminating their own ideas with others in order to create a network of information and competences.

Coworking is not only about the physical space but first and foremost about the creation of a coworking community. Therefore community spaces, which aim at creating new ideas and new projects.

There are also the FabLab, actual factories (FabLab comes from the English words “fabrication laboratory”) for those who want to acquire new professional competencies, develop innovative projects mainly in the field of digital technology or want to offer services to the community in which he/she lives.
In a Fab Lab you can often find coworking spaces as well as digital instruments that allow you to realize objects usually produced exclusively by large industries. Here you will be able to work with a 3D printer, laser cutter, machines for the vinyl cut, and know the arduino system.

In the labs you will interact with “traditional” artisans, students, young entrepreneurs.

In Emilia-Romagna, many of these spaces were created, to meet the request of young men and women like you, in youth centers or abandoned building which have been renovated. In both cases the Emilia-Romagna Region supported the initiaves through bids of the Department for Youth Policy.

Mostly likely you heard about start up in the latest years. It is a kind of enterprise which is developing and researching its own market, often founded and managed by young men and women who have had original and innovative ideas and have found a way to translate them into professional opportunities. Have you ever though of starting something new, maybe to improve or transform something already existing, to combine services, to propose new solutions for new needs?

If you have in store a business plan you care about and have been dreaming to realize, this is your time! Here is how you can create a start up.

First of al you have to draft a business plan: this will allow you to determine objectives to reach in a given time, to analize in detail the target market, to describe the characteristics of the competition, and therefore to develop strategies to implement and economic resources to invest in order to realize your project.

Searching for recourses is one of the greatest obstacles to overcome. You can find a concrete help to start a company in the incubators or business accelerators, that is to say designated capital companies or cooperatives which support the startups from the business creation phase to the actual realization of their project.

Innovative startups, if registered in the special section of the Registro delle Imprese (Business Register), can benefit from a series of advantages such as fiscal reliefs for the procedures of the Business Register, flexible business management, labour relationships and work discipline, administrative efficiency, equity crowdfunding and much else.

Often the Camere di commercio (Chambers of Commerce) and the Enti di Formazione (Institutions of Formation) provide projects and services to support the creation of startups.

Don’t be afraid, in Emilia-Romagna you can count on a level of experience presente nowhere else in Italy!

To help young generations access innovation and self-employment is one of the main objectives of our politcies of economic development. For this reason, in 2011, in collaboration with ASTER (the Emilia-Romagna consortium for the innovation and technological transfer available to enterprises, universities, and the territory) and with the Programma del Fondo europeo di sviluppo regionale, (Programme of the European fund for the territorial development) we created EmiliaRomagnaStartUp by aggregating the entire network of subjects who support new enterprises in the Region.

EmiliaRomagnaSTARTUP is a perfectly complete instrument that offers all the necessary services for those who want to start an enterprise and connect startups and individuals who support the enterprise creation: universities and research centers, business associations, business incubators, banks, guarantee consortiums, private equity, business angels, experts in startup consulting.

It offers a primary orientation service, gives complete information on all the existing bids on this matter and you can find online consultants and experts ready to answer your questions. Besides, it allows you to access trade fairs for free, it helps you look for sponsors, it organizes networking, matching solid enterprises and managers, initiatives and events for startups.

Services and opportunities are always constantly evolving. Recently EmiliaRomagna Startup organized foreign partnerships for the internationalization of startups and developed a network of managersand accountants, expert on innovative startups who can support enterprises.

These are new meeting places open in the “Tecnopoli” of the main cities in Emilia -Romagna, run by Aster and funded by the Region through the Social European Funds. These spaces have been created to help young graduates join the job market and enhance the competitive reinforcement of the territorial production system in the leading sectors and in the emerging ones as reported in the Smart Specialization Strategy (S3).

The AREA S3 offices give information on:

  • Formative paths
  • Support for the creation of innovative enterprise
  • Access to Bids of the High Competence Plan (Piano delle Alte Competenze).

But also informal environments where students, assistant professors, and full professors can meet startuppersand entrepreneurs sharing an interestfor innovation and where they can create new opportunities and projects.

AREE S3 also offer workshops, networking events and activities in collaboration with local partners who favour innovation in the Region.

The measures and benefits if you chose to set up your own business

Startup companies, as mentioned in the dedicated section, are enterprises that are characterized by innovation and the use of technology, unlike other companies.

If you want to start you own business, but your business project does not meet the startup requirements, you can follow a different path.

We advise you to get familiar with Invitalia: it is a national agency, owned by the Ministry of Economy, aimed at stimulating the national economic growth and competitiveness. It manages all the national incentives that favour the creation of new businesses.

Among its tasks there are the following:

  • Creation of new enterprises;
  • Support for business growth and development in the territory;
  • reviving areas of industrial crisis;
  • Public Administration support in managing European funding and attract foreign investors.

If you lost your job or are looking for your first occupation, you can benefit from the supporting measures for the realization and set up of small entrepreneurial activities thanks to the law that enhances self-employment.

The law, administered by Invitalia, prescribes fiscal reliefs and services of technical assistance for these kinds of initiatives:

  • self-employment (in the form of individual business);
  • microimpresa (microenterprise) (in the form of company);
  • franchising (in the form of individual business or company).

Other norms (such as the decree n. 140/2015) involve incentives for self-employment.


A working experience abroad opens up many growth opportunities


If you are a citizen of the European Union, remember that you have the right to look for a job and stay in any of the member States.

For the first three months you will need only a valid identity card or a passport. Afterwords you will be able to remain in that State only with a work contract.

We give you a series of information to help you take the first steps and make the best choices.

The Emilia-Romagna Region Legislative Assembly, together with the municipality of Forlì, the University of Bologna, and the social cooperative UNISER, set up Mobilitas, to help young generations in their work and formative experiences. The Europe Direct Emilia Romagna offers a service of orientation and support for transnational mobility for study and work. A project that might interest you is Your first EURES job (YfEj). It is a European programme of professional mobility that aims at helping citizens of one of the 28 EU States and EFTA/SEE States (Norway and Island) between the age of 18 and 35 to find an occupation (job, training or apprenticeship) in a UE or EFTA/SEE State other than the one of residence. The program,e supports employers as well, particularly small and medium size enterprises (PMI) find the employees they need. Mobility grants are available!

If you are specifically interested in making a work experience abroad with the European Institutions,we advise you to visit the Eucareers site. You will find all the information, job opportunities, and the application process.

Eures, the European professional mobility portal e,is another tool you could find very useful. It is a cooperation network connecting the European Commission with the employment public offices of the States belonging to the European Economic Area meant to help people look for a job and help companies search for qualified personnel.

If, on the other hand, you are looking for a short training or internship, the first programme we want to mention to you is Young Professionals (Y.P.P.), created for young people by the Ministry of Foreign Affairs and Cooperation. It offers you many opportunities funded by International Organizations, such as the Wolrd Bank, the Organization for Economic Co-operation and Development, the International Monetary fund, and others.

If you are writing your dissertation or have just graduated and know English and/or French, you can take a training lasting few months with some of the major international organizations, such as the United Nations System (ONU, UNDP, UNESCO, UNICEF..), International Financial Institutions (FMIBANCA MONDIALE) or others (CONSIGLIO D’EUROPA,  ESACERNNATO..). For those who are about to finish or have just finished their studies, there is also the Erasmus Plus Programme, which contains all the pre-exhisting educational and mobility paths of the European Union. To learn more about it, visit the dedicated page.

Every year the Legislative Assembly offers three new outstanding graduates from the universities of the Region (or any other university, if the graduates are resident in the Region) the possibility to receive a € 10.000 award for a training period abroad with organizations linked to the KIP International School. All the information of the Assembly a site. 

There are also excellent news for the employees of micro, small, and medium enterprises!

In 2016 the experimental project MobiliseSME (Mobilities for professionals and qualified employees of MSMEs) was created. This project, wihin the Programme PROGRESS 2016- 2017, intends to support the exchanges of personnel among companies (PMI) in all the EU member States and designated third countries. The project aims at creating the premises for a mobility plan for PMI (small and medium enterprises) employees similar to the Erasmus Programme for university students. Here are some characteristics of the exchange:

  • Set up any type of business

  • Assistance to companies searching for a suitable partner through a service of business matching

  • the participation of the hosting company is costless

  • the company of origin will keep paying stipends and others benefits

  • funds for travel and sojourn expenses during the exchange period.

  • project length from one to six months.

Finally, have you ever heard of the Au Pair experience
The au pair programme combines cultural exchange and work. In exchange for boarding and loadging, you will have to do housechores and take care of the children of the hosting family. It is an excellent opportunity to learn/improve your knowledge both of the language and the culture of the selected country. In order to certify the linguistic competence reached, you can request a certificate or simply fill out a self-certification. 

Be carefull, the au pair programme involves a series of duties and rights!

Here are some of your main rights: a single room in the house, boarding, a free day a week, a modest compensation, a part-time schedule (which should not exceed 8 hours a day), the possibility to legally refuse jobs considered to be too heavy.
Here are your duties: respect working hours and the family rules, responsible commitments to children, helping with household chores.

In a global market, being able to promote one’s enterprise abroad is more and more necessary as much as stimulating and challenging. You can present your ideas to an ever growing and heterogeneous market, you can overcome borders, and tackle new realities.

It is not easy to do this on one’s own, we are aware of that.

For this reason, the Emilia-Romagna Region, through the Sportello per l'internazionalizzazione delle imprese (Office for enterprise internationalization), set up a series of measures to support your projects, among which:

At a national level, the Government has established the ICE-Agenzia per la promozione all'estero e l'internazionalizzazione delle imprese italiane (Agency for the promotion abroad and the internationalization of Italian entreprises), an institution aiming at facilitating, developing, and promoting the economic and trade relationtiships between Italy and foreign countries, with particular attention to the needs of small and medium enterprises. The Agency focuses on assistance, promotion, formation of the enterprises and young graduates, encourages the cooperation in different sectors: industrial, food and agricultural, distribution, service sector.

If you don’t have a business yet and would like to start one or if you have recentely started one and it is now the moment to open up to new markets, the Erasmus programme for young entrepreneurs ican certainly prove very useful to you. It offers you the opportunity to learn from established professionals who manage small or medium businesses in another country participating in the program.

The exchange of competences takes place in a working experience with the company of the established entrepreneur who, on the one hand, will help you acquire all the necessary information to run a small company and, on the other hand, will have the opportunity to consider his/her own activity under new perspectives, will collaborate with partners from other countries, and will receive information on new markets. From January 2014 all the preexhisting educational and mobility paths of the European Union have been grouped into one programme: Erasmus Plus.

The programme addresses a large group of people offering formation, work, training, volunteering experiences. It does not fund individual participants but works through organizations, institutes, authorities, universities, schools, and groups which can submit project proposals and thus apply for funding.

There are three key activities relating to the different sectors:

  • Key Action 1: Individual mobility with learning goals
  • Key Action 2: Co-operation for innovation and exchange of good practices
  • Key Action3: Support policy reforms

Put it this way, it might seem difficult to choose.

Let’s try something different: do you teach at the University? Are you between 13 and 30, and you are neither in school or at university? Do you work in the field of youth policy or with youth organization? On the ErasmusPlus website there is a wide choice of profiles, find the one which represents you, and choose the best opportunity for you.



A specific European legislation regulates the complex system of professional qualification recognition in the European Union, giving certain Authorities the competence to do so in each member State. In each State there is a contact point where you can get information about professional validation: offices or departments of the competent Ministries (Ministry of Labour, Ministry of Industry, Ministry of Education, or others) which inform citizens about the European and national legislation and principles which regulate the free movement of workers in the EU.

The Italian national contact office at the Department of European Policies. The CIMEA - Centro d'Informazione sulla Mobilità e le Equivalenze Accademiche (Information Center for the Mobility and Academic Equivalencies) is the national site of the NARIC international network for the academic and professional degree validation.

We are not going to address here the specifics of the validation procedures in extra-EU countries since rules and practices vary from country to country, and there are no international rules or coordinated procedures that can facilitate the professional validation. You can get more information at the embassy or consulate of the foreign country’s embassy or consulate in Italy.

You need a visa not only to study but also to work outside Europe. The timeframe and procedures to obtain it vary according to the host country.
